It's not a state issue -- California does not (that I can find) have any laws that prohibit encryption.
There are federal laws on the subject -- but many of them are in an ambiguous state, given that voluntary use of encryption falls within 1st Amendment protections -- and electronic communications fall within 4th Amendment protections (theoretically - but check back tomorrow and the day after that).
So, there is very little likelihood of prosecution just for using voluntary encryption -- but if your communications are overseas, all that can change without notice.
